Last year, the National Communications Authority (NCA) fined Ghanaian Mobile Network Operators (MNOs) GHc 34,065,000 for various infractions in their license conditions.
But the Telecom firms have refused to pay the penalty.
In response, they have submitted a petition to the Electronic Communications Tribunal in challenge of the basis of the fine.
The MNOs attest to the fact that external factors out of their control were responsible for some disruptions in service to consumers and that the NCA is aware of these factors.
Some of the disruptions are caused by fiber cuts by road contractors and cable theft among other things.
The four network operators sanctioned for their non-compliance with various Quality of Service (QoS) requirements were AirtelTigo (GHc 11,635,000), Glo (GHc 4,460,000), MTN (GHc 9,080,000), and Vodafone (GHc 8,890,000).
The NCA regularly undertakes QoS monitoring to determine MNOs compliance with their license conditions and to ensure that consumers receive the quality service they pay for.
The NCA also met with the telecom companies in question and gave them a three-month deadline, ending August 21, 2018 to remedy the situation.
At the end of the deadline, the NCA followed up to ensure resolution of the detected QoS infractions.
However, the follow up revealed that the MNOs were not able to meet the KPI thresholds as per their licenses. As a result, the MNOs have been sanctioned.
